Position: Director, Country Office UNOPS Location: Oregon Application period: 12-Jul-2024 to 31-Aug-2024 Functional Responsibilities: The Country Director is responsible for the direction, strategic leadership, and operations of the UNOPS Office in Costa Rica, focusing on the following key results: • People leadership • Country Office portfolio management • Alliance building, networking and advocacy • Service delivery and quality assurance • Representation and inter-agency coordination • Knowledge management and innovation People Leadership • Create, foster, and role model a culture of trust, empowerment, and accountability within the Country Office. • Build engagement and foster a diverse and inclusive work environment, ensuring the highest standards of conduct are observed. • Promote teamwork, collaboration, and diversity, providing timely guidance and supervision to the team. • Plan, recruit, manage, and develop a flexible and diverse workforce to ensure optimum performance. Country Office Portfolio Management • Develop the strategy for the Country Office, establish priorities, and oversee the implementation of the portfolio. • Lead the Country Office in the delivery of the UNOPS strategic plan and the development of the annual business plan. • Establish annual objectives and targets, performance measurements, standards, and results. • Monitor implementation, oversee progress toward annual objectives, and take decisions to ensure the delivery of results as planned. • Plan and allocate the resources required to achieve goals and ensure financial sustainability. Alliance Building, Networking, and Advocacy • Assess the needs of national governments and other UNOPS partners to identify areas for leveraging UNOPS services. • Build and strengthen strategic partnerships through active networking and effective communication of UNOPS competencies. • Keep the Regional Director informed on opportunities and challenges to strengthen UNOPS capacity. Service Delivery and Quality Assurance • Ensure appropriate arrangements for building excellence in business processes and quality standards. • Monitor and supervise the timely and cost-effective delivery of the Country Office portfolio. • Take overall responsibility for financial decisions to ensure the fiscal health of the Country Office portfolio. Representation and Inter-agency Coordination • Represent UNOPS in relevant inter-agency and external meetings to promote the organization. • Participate actively in UNCT meetings and contribute to the formulation and implementation of frameworks. Knowledge Management and Innovation • Lead the development and introduction of innovation to incorporate best practices in the delivery of the regional portfolio. • Ensure the dissemination of best practices and lessons learned for corporate, regional, and national development planning. Impact of Results The effective and successful achievement of results by the Country Director directly impacts the development and performance of the Country Office portfolio, strengthening UNOPS as a partner of choice in sustainable development. Education/Experience/Language Requirements: Education • An Advanced University degree (Master’s Degree or equivalent) in relevant disciplines combined with ten (10) years of relevant experience. • A First level University degree (Bachelor’s Degree or equivalent) in relevant disciplines combined with twelve (12) years of relevant experience is required. Experience • A minimum of ten (10) years of experience in international development, business development, operations, and/or program management. • At least three (3) years of senior leadership experience, including managing financial sustainability. • Experience in developing countries and infrastructure portfolios is desirable. Languages • Fluent in Spanish and English is required. • Knowledge of any official UN language is an advantage.
