[Remote] Program Manager - (IRS Programs)

They are seeking an experienced Program Manager to support an enterprise modernization initiative with the Internal Revenue Service (IRS), responsible for overseeing program delivery and managing cross-functional teams across complex IT initiatives.
Responsibilities
- Lead and manage large-scale IT programs supporting enterprise modernization initiatives
- Oversee program planning, scheduling, execution, and delivery across multiple workstreams
- Coordinate cross-functional teams including development, data, testing, and infrastructure
- Serve as the primary point of contact for program-level communication and reporting
- Ensure alignment with federal standards, security requirements, and compliance frameworks
- Manage risks, issues, dependencies, and mitigation strategies across the program lifecycle
- Track program performance, milestones, and deliverables to ensure on-time and within-budget execution
- Collaborate with stakeholders to define priorities, scope, and success criteria
- Support Agile and/or hybrid delivery models, facilitating program governance and reporting
- Ensure quality assurance, documentation, and continuous improvement across all activities
Skills
- 15+ years of experience in IT program or project management
- Experience managing large-scale enterprise IT programs
- Strong understanding of software development lifecycle (SDLC) and Agile methodologies
- Excellent leadership, communication, and stakeholder management skills
- Bachelor's degree in computer science, Information Systems, or related field
- Active IRS MBI Clearance (Preferred)
- Experience working in federal or highly regulated environments (preferred)
- PMP (Project Management Professional) certification
- Experience with data modernization, cloud, or enterprise platforms
- Familiarity with DevSecOps, CI/CD, and modern delivery practices
- Prior experience supporting IRS or similar federal agencies (nice to have)
