COBOL Developer (Mainframe Modernization)

Help us modernize the financial infrastructure of the federal government by maintaining and evolving systems that process billions of dollars in critical payments every month. Supporting a major federal financial stakeholder, you will ensure the reliability of a massive general ledger system while directly contributing to the digital transformation of essential government services.

What you will achieve

  • Modernize Legacy Systems: You will analyze, develop, and migrate COBOL and JCL source code, bridging the gap between traditional mainframe environments and modern server-based repositories like GitLab.
  • Ensure Financial Integrity: You will take ownership of the full development lifecycle for modules handling budgeting, accounts payable, and disbursements, ensuring accuracy for millions of stakeholders.
  • Drive Technical Excellence: You will collaborate with a high-performing team to document complex technical solutions, resolve defects, and provide precise task estimates that keep mission-critical projects on track.
  • Maintain Service Reliability: You will support nightly batch cycles and participate in an on-call rotation to guarantee the 24/7 stability of the federal financial pipeline.

Must-Have Skills (Required)

  • US Citizenship
  • Bachelor's degree from an accredited college or university
  • 8+ years of related experience
  • 4+ years of hands-on experience in COBOL and JCL development within an IBM z/OS environment.
  • Strong command of TSO/ISPF, Db2, VSAM files, and QMF/SQL.

Nice-to-Have Skills (Preferred)

  • Experience with CICS, CA-7, or CA-Endevor
  • Familiarity with modern development tools like VS Code, Git, or GitLab
  • Experience coding in REXX, SAS, or C/C#
  • A broad background in information systems design and report writing
