Public Assistance Disaster Recovery - Technical Specialist

About the position AECOM is now accepting resumes for various technical specialist positions to perform the tasks listed below in the Project Overview. Technical Specialists may include: Architect, Civil Engineer, Coastal Engineer, Electrical Engineer, Environmental Engineer, Geologist, Health Scientist, Hydraulic Engineer, Hydrologist, Industrial Hygienist, Mechanical Engineer, Sanitary Engineer, and Soil/Geotechnical Engineer. The Technical Specialists will be embedded within FEMA to provide technical assistance that may include the following: Conduct site inspections to validate and record infrastructure damage to include: taking photographs, making site sketches, and writing detailed damage descriptions. Develop and review scopes of work and cost estimates, including code and standard requirements. Review and analyze engineering reports, designs, and as-built plans. Make recommendations regarding claim eligibility. Develop or evaluate hazard mitigation proposals and benefit-cost analyses. Work with applicants to prioritize their projects, facilitates applicant meetings throughout the program delivery and recovery stages, and communicates the final determination to the applicants. Provide analyses and updates reports, participates in status update meetings with FEMA, and identifies the need for technical specialists. May coordinate and complete basic to moderately complex site inspections to validate and record damage to assist in the FEMA Public Assistance grant delivery process. All Technical Specialists will use FEMA's Grants Manager system. FEMA's Grants Manager system is used to assign and track actions throughout PA project development and to collect all PA project-related information and documents, including correspondence. If selected the role would initially be a part-time, casual position and would become full-time upon task order awards.

Responsibilities

  • Conduct site inspections to validate and record infrastructure damage.

Requirements

  • Bachelor's degree in Construction, Science or Engineering field with 4 years of related technical experience or demonstrated equivalency of experience and/or education.
  • Must be a US Citizen with the ability to obtain and maintain DHS Public Trust clearance.
  • Technical knowledge base and experience in discipline's standard concepts, principles and techniques.
  • Experience in engineering, architecture, cost estimating, or construction inspection and management.
  • Experience with Microsoft Office, Adobe Acrobat, Google Earth, and smartphone.
  • Must be able to commit to travel assignments for up to 1 year in duration.
  • Must have a valid driver's license.

Nice-to-haves

  • Bachelor's degree with 5 years of experience in a related field and professional registration.
  • Bachelor's degree with 10 years of experience in a related field.
  • Professional Engineering (PE) license.
  • Construction-related experience such as civil engineers, structural engineers, mechanical engineers, electrical engineers, environmental engineers/planners, coastal engineers, site inspectors and architects.
  • Prior FEMA PA and/or CRC experience preferred.
  • Experience using FEMA Grants Manager.
  • Current DHS Public Trust clearance/badge.
  • Effective written and verbal communication skills.
  • Experience providing excellent customer service.
  • Strong observational, decision-making, analytical, critical thinking, organizational, and problem-solving skills.
